Here's that program, the VideoCraft GIF Animator

It can do some pretty neat stuff, and it's not too hard to use.
It's compressed into 4 different files to abide the <1Mb file size limit.
you may need to shift+click on the latter files in each set...browsers like to try and open them as pages otherwise.
 

You may want to download thisprogram as well.  It's WinAce Archiver.
It'll let you take a large file (or group of files) and chop it up into a multi-volume
    archive, specifiying the file size for each file in the archive (i.e., turn a 3.5Mb original
    file into 3 900Kb + 1 800Kb files such that each is less than 1Mb...see)
